Keena II and Bay Area Receivership Group over twenty-two properties owned by notorious slumlords Kiran Rawat and Raj Singh. Bay Area Receivership Group had previously been appointed over a nuisance property owned by these two individuals by the Elk Grove City Attorney\u2019s Office.<\/p>\n<p>Neighbors of the Elk Grove property described it as a \u201cHell House\u201d as guns fired on property would regularly send bullets into neighboring homes. Additionally, heavy drugs were routinely used in front of children, debris was thrown everywhere and police were called out over 200 times in two years. (<a href=\"https:\/\/www.youtube.com\/watch?v=R-KWksOvFK8\" target=\"_blank\" rel=\"noopener noreferrer\">News Story Documenting Condition<\/a>.) The Elk Grove City Attorney\u2019s Office successfully appointed Gerard and Bay Area Receivership Group to take control of the Property, which ended up selling for $60,000 more than anyone thought it would. (<a href=\"https:\/\/sacramento.cbslocal.com\/2019\/12\/05\/elk-grove-hell-house-sells-for-60k-over-asking-price\/#:~:text=ELK%20GROVE%20(CBS13)%20%E2%80%93%20A,public%20auction%20on%20the%20driveway.\" target=\"_blank\" rel=\"noopener noreferrer\">News Story Documenting Auction.)<\/a><\/p>\n<p>Using many of the pleadings and evidence from Elk Grove\u2019s receivership action the District Attorney successfully prosecuted Raj Singh and his wife for fraud. (<a href=\"https:\/\/sacramento.cbslocal.com\/2020\/03\/13\/notorious-sacramento-slumlord-prison\/\" target=\"_blank\" rel=\"noopener noreferrer\">Slumlord Sentenced.)<\/a>\u00a0 The question then became what to do with the remaining twenty-two properties that Raj Singh had transferred to his wife, Kiran Rawat, in a last second effort to avoid liability. Realizing what a success the Elk Grove Property had been, the Sacramento District Attorney decided to work with Bay Area Receivership Group to place all twenty-two properties into Receivership in one case.<\/p>\n<p>Bay Area Receivership Group and the District Attorney\u2019s Office collected Declarations from numerous judgment creditors to support the receivership Petition including the Sacramento City Attorney\u2019s Office, the Sacramento County Counsel\u2019s Office, the Elk Grove City Attorney\u2019s Office, the IRS, and two attorneys that had injury judgments against the slumlord couple.<\/p>\n<p>The Sacramento County Court reviewed the overwhelming evidence supporting the need to place the twenty-two properties owned by this slumlord couple into receivership and appointed Gerard and Bay Area Receivership Group to take control of the properties.<\/p>\n<p>This will be a challenging case due to the complex shell companies and trusts created by the slumlord couple, the over $4,000,000 in liens that judgment creditors have, and the sheer volume of properties.
